He’s a giant, talking rabbit, who is looked after by a little woollen creature called Flop. The simplest explanation for Flop’s presence is that he’s a carer or babysitter who looks after Bing when the bunny’s parents are absent. Flop looks like he’s perhaps supposed to be an ant.
